Export without obstacles

There are still a lot of bureaucratic hurdles and red tape for companies that would like to export machines and systems to Russia. TÜV NORD CERT has the experience, expertise and broad range of services required to support exporters.

Several Russian laws must be observed when exporting machines, systems and other products to Russia. These include the law for certifying goods and services and the Russian consumer protection law. In accordance with these laws, a so-called GOST-R conformity certificate is required in many cases for importing machines into Russia (often erroneously called a "Ghost-R certificate“ outside of Russia).

The agency for these laws is the Federal Agency for Technical Regulating and Metrology (formerly called Gosstandart). A number of documents are required to apply for a GOST-R certificate. The CE certification tests that were carried out as per the corresponding EC directives and the EC conformity or manufacturer's declarations should be documented in any case. The existence of a QM system (e.g. DIN EN ISO 9001:2008) can facilitate and expedite carrying out the Russian certification procedures.

TÜV NORD CERT provides all of the tests required for the CE mark. Using this and other documents as a basis, you can apply for the GOST-R certificate for importing to Russia. You can find out what other documents need to be submitted by viewing our checklist.

Additional certificates and permits are required for certain products due to special requirements of the Russian legislature. TÜV NORD CERT can also help you obtain these documents, such as the following:

  • Hygiene certificates of the federal authority for consumer protection (formerly called Sanepidemnadzor). These certificates are required, for example, for machines and systems used in the foodstuffs industry, packaging machines and electric household appliances.
  • Special permits from the federal industry supervisory authority Rostechnadzor (RTN) (formerly called the Gosgortechnadzor - GGTN), e.g. for pressurized containers, boiler systems and lifting equipment.
  • Fire protection certificates from the Russian ministry of the interior. These certificates are required, for example, for refrigerators, heaters, electrical systems and devices.
    If the plan is to only deliver (i.e. export) machines and systems one-time, a GOST-R certificate can be applied for through TÜV NORD CERT based on the delivery contract and obtained within 2-4 weeks.
    Some of the other CIS countries require certificates, permits and certification procedures (e.g. GOST-K, UkrSEPRO), which are similar to those of the Russian Federation. Individual case testing of the applications for certification are required in this case.
