New mandatory registration for manufacturers, importers, and users
Whether old or new: In future, manufacturers and traders must report all chemical substances to Helsinki. The pre-registration was free of charge until 2008. Now, manufacturers and dealers are being asked to pay heavy fees.
This particularly affects small and medium-sized companies that process or trade more than one ton of potentially hazardous substances per year; large companies pay up to two million euros in extreme cases. Human health and the environment can be adversely affected by manufacture, transport, and use of chemicals.
REACH, the European ordinance on registering, evaluating and approving chemicals was introduced in 2007 for the purpose of adding non-registered chemicals to a database at the European Chemical Agency (ECHA) and evaluating these chemicals' suitability for intended applications in terms of toxicological and eco-toxicological characteristics, for instance.
Manufacturers and importers are responsible for registration, if they are handling chemical substances, preparations or products. But also users must the align the intended category of usage with the category of usage authorised by the manufacturer and, if necessary, register this themselves. The future use of particularly risky substances (approx. 3,000 carcinogenic and mutagenic substances) requires a comprehensive and cost-intensive authorisation process.
The pre-registration deadline expired in December 2008. Currently, the ECHA is preparing to publish the substance list. The registration phase runs between 2010 and 2018 depending on the substance amount and the hazard potential, which is followed by the authorisation.
