New vehicle registration documents

The integration of the EU 1999/37/EC "Registration Documents for Vehicles" Directive into national law and data protection requirements have necessitated the introduction of new, forgery-proof registration documents. Since October 1, 2005, the registration authorities now issue only the new documents for new registrations, ownership changes, the entry of technical alterations and all other issues.

The new registration documents comprise

  • The vehicle license, part I, which replaces the registration document and
  • The vehicle license, part II, which replaces the vehicle title.


Compared to the old documents, the significant changes are as follows:

  • The vehicle license, part I (registration document)
  • includes all technical vehicle data that must be present to register a vehicle in Europe. However, only a serially approved wheel/tyre combination is given
  • includes the EU-wide uniform alphanumeric codes allocated to the technical data so that the German motor vehicle registration certificate can be used for registration in the registration document used outside the EU without any problems
  • includes a field for documenting the provisional or final vehicle deregistration and is therefore no longer collected in the event of a provisional or final deregistration
  • The vehicle license, part II (vehicle title)
  • includes the information that the owner of the vehicle license is no longer registered as the owner
  • now only includes the current and, if available, last vehicle owner; the actual number of previous owners is numerically displayed
  • now only includes a small part of the technical vehicle data
  • is no longer used to document the provisional vehicle deregistration


For you, as the driver, the introduction of the new registration documents means hardly any changes. You must carry the vehicle license, part I (registration document) in the vehicle as with the old registration document and present it to the responsible parties on request.
The wheel/tyre combination listed in the registration document does not have to be mounted. You can drive with all combinations approved in accordance with the vehicle ABE and/or EC type approval.
For questions relating to approved wheel/tyre combinations, get in touch with your TÜV STATION or your local TÜV NORD contact partner.


  • You must continue to show the permissibility of a wheel/tyre combination that deviates from the vehicle ABE and/or the EC type approval in the vehicle license, part I (registration document), a certification of additions based on a parts examination or an ABE for the wheel/tyre combination.
  • In parallel to the vehicle title, you should not carry the vehicle license, part II (vehicle title) in the vehicle even if the holder of the certificate is not shown as the vehicle owner.
    We recommend that you carefully store vehicle bills and purchase contracts as supplementary evidence of ownership.
  • In the case of provisionally or finally deregistered vehicles, you as the owner of the vehicle must keep both vehicle licenses. They are required for reregistration or registration in another EU member state.
